Motor Vehicle Operator

Incumbent is assigned to the Grounds and Transportation Section in the Facilities Management Service. This section is responsible for fulfilling all transportation needs in support of the delivery of direct patient care operation of the Medical Center. The duties of the Motor Vehicle Operator include, but are not limited to:
The incumbent operates Sedans, Mini-Vans, full size Vans with wheelchair lifts, John Deere Tractors, handicapped passenger bus, and Bobcat ToolCat vehicle and attachments. Incumbent operates passenger cars, vans and buses for the purpose of transporting patients to/from VA Medical Centers in Saginaw; Ann Arbor; Detroit; Battle Creek; and Community Based Outpatient Clinics in Northern Michigan (located in Gaylord, Traverse City and Grand Traverse, Alpena, Oscoda, Bad Axe, Clare, Cadillac, Grayling and Cheboygan County) and private health care installations. Incumbent operates passenger vehicles to transport designated VA personnel on approved trips in support of local and various other VA assignments with primary emphasis on the Gaylord rural health transportation route from the Gaylord CBOC and various stops ending at Saginaw VAMC. Tractors/equipment is used year-round for the upkeep of the grounds during the growing season and for removal of snow and ice during the winter months. John Deere 5525 tractor is equipped with a front bucket and a rear angle blade. Incumbent performs any other duties relating to grounds maintenance and transportation as assigned by his/her Supervisor. Work schedule:

Qualifications:
The job requires the ability to perform the duties of a motor vehicle operator without more than normal supervision. Typical work may include operating gas, diesel, or electric powered motor vehicles with gross weight exceeding 26,000 lbs; operating a vehicle in various traffic and weather conditions; driving in restricted traffic environments; driving vehicles on standard scheduled routes; using a towing or vehicle recovery system; using hydraulic hoists; checking water in batteries and radiators; checking fluid in crankcase, power steering, and automatic transmissions; loading, unloading, and securing freight passengers and equipment; checking air pressure in tires and inflating them correctly; clean manually or with powered equipment; check fan belts and hoses and maintain oil and grease levels on automobiles. In doing this work, the incumbent must have a maintain a safe driving record; service and maintain automobiles; and transport freight, passengers, and/or equipment over public roads in both rural and urban areas. Knowledge related to the operation of appropriate vehicles. Definition:
The degree of knowledge of loading techniques, requirements and regulations governing movement of cargo and passengers, ability to interpret instructions for operation, and ability to prepare reports, pertinent documents, ability to make judgments concerning loading and cargo arrangements, clearances, turning radius, and braking distances of appropriate vehicles. Also required for off Shipyard operation is a knowledge of local and state motor vehicle regulations, such as for speed, load width, and height, maximum gross vehicle weight and maximum allowable axle weights, etc. 4. Ability to drive safely. Definition:
This element is considered essential in conjunction with the screen-out element 1, ability to perform the duties of the position without more than normal supervision. 5. Reliability and Dependability. Definition:
Reliability and Dependability relates to personal characteristics. Credit point levels show the degrees to which these characteristics may be demonstrated. This incumbent must have a valid State of Michigan Commercial Driver License (CDL) within 90 days of hire, in accordance with the Federal Commercial Motor Vehicle Safety Act of 10/26/86, Group B, Endorsement P. Physical Requirements/Working Conditions:
Incumbent must be alert at all times to prevent accidents when driving. Many patient transportation trips are made in congested city traffic and under hazardous road conditions. Position requires heavy lifting (50-80 pounds), pushing, pulling as necessary to load/unload patients, supplies and materials.Working Conditions:
(1) Work is performed inside buildings and outdoors.(2) Outdoor work exposes the incumbent to long periods of extreme temperatures, humidity, and moisture during all types of seasonal weather phenomenon.(3) Incumbent is additionally exposed to excessive quantities of dust, dirt, grease, gas, oil and fumes produced by motor vehicles and surrounding environment.
Experience:
A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position.
